Here is a harbour scene from the early modern/colonial era - it consists of a harbour surrounded with fort walls and guns, as well as simple piers, a market and a high town settlement to boot. Perfect for projects of various genres, preferably for FPS or top-down settings. 

Regardless of whether it's dashing pirates or gentlemen endowed with newfangled aether-powered devices, just import the scene along with its ancillary textures into your project, then review and reposition objects as you will, or convert them into your own in-game prefabs.
